Frank M. MendezFrank M. Mendez is a Senior Specialist Attorney with the South Florida Water Management District where he represents the District in all phases of negotiation, litigation, rulemaking, and administrative actions.
His areas of expertise include administrative law and rulemaking, Sunshine and Public records, negotiating and drafting multi-million dollar public and private contracts, construction litigation, public procurement, government board governance and real estate transactions. Mr. Mendez has represented both public and private clients in the negotiating and drafting of contracts related to engineering and construction, land acquisition, intellectual property, intellectual technology and leases. He has played a critical role in pre-litigation, litigation and mediation of claims arising out of various contracts in numerous matters and has represented clients in appeals to the Fourth District Court of Appeal arising out of bid protests. He has significant experience in commercial and residential real estate transactions, including the negotiation and preparation of sales and lease agreements, title insurance and finance agreements, and other corporate agreements pertaining to employment, shareholders, master franchises, and licensing matters.
